<p>Shouldn’t it be: “Because a horse is ____<strong><em>, (one should approach it) _</em></strong>__”.</p>
<p>I’ve always thought the active voice is preferred over the passive voice on the SAT.</p>

<p>Okay I’m getting confused. I think this is one of those questions where we need the full list of possible answers in order to be able to see which one is correct.</p>

<p>Horse isn’t the subject though. It’s in the dependent clause. That’s like saying, “Because he failed the test, the teacher got mad at him.” Is he the subject? No.</p>

<p>Also the first part of a sentence was not a modifier. It was just stating a fact that was elaborated later in the sentence.</p>

<p>All I know is that there was no subject in the sentence that should be approaching the horse “quietly”. Who is approaching the horse quietly? “One”</p>

<p>Had the sentence not included the part about keeping arms from making sudden movements (or whatever), it could have been the choice “it should be approached…”, however that is not the case. The subject of the sentence was not the horse, as indicated by that final clause.</p>
