Merit aid for 2150+ SAT but 3.3 gpa

My son will most likely become a NMSF this fall but because of his GPA may not be able to make it to finalist. I have found a lot of merit aid with a minimum gpa of 3.5 and better than average but not stellar test scores. Are there schools where the merit aid is based on high test scores and above average but not necessarily stellar GPA’s?

Kettering U in Michigan has some graduated scholarships for scores and grades. I would also check Hope and Kzoo.
