<p>We looked at the University-wide Academic Scholarship ([University-Wide</a> Scholarships](<a href=“http://admissions.tc.umn.edu/costsaid/schol_campus.html]University-Wide”>University-Wide Academic Scholarships | Office of Admissions)), it seems the OOS with merit scholarship still will need to pay at least $5K/year on tuition plus the room and board etc. Is this true? </p>

<p>Does U of Minnesota provide full ride to Out of State students at all?</p>

<p>Don’t count the chickens until they hatch. The individual offer letter you get will tell you what you get. Some out-of-state students come to Minnesota, and that must be because they thought it offered the best combination of price and value.</p>
