So many people ask for chances & usually get different responses. Here I try to summarize what I learned & hope its helpful to some of you:
For College admits 30%+, if your GPA both in 75%+ its safety for you. Follows are rest of it.
GPA SAT/ACT

Match 50%+ 75%+
75%+ 50%+
Reach 50%+ 50%+
25%+ 75%+
75%+ 25%
High Reach 25% 25%
Keep in mind “higher GPA/low SAT/ACT” or “low GPA/high SAT/ACT” combination are not as good as average GPA, SAT/ACT combination. For UCB & UCLA, it is reach for everyone.
For UC admission you may try RogerHub UC freshman admission calculator that use GPA, SAT/ACT & high school API & probably 2016 UC data. UCSB data is wrong & use it with a grain of salt.
So for UC, go to http://admission.universityofcalifornia.edu/freshman/profiles/, get 2017 freshman profile & compare with yours. You would also need good essays, EC’s, awards, special talents etc.

If your MCA points is at or above MCA points above for your intended college, its match or low reach for you. Some major like CS may require much high MCA, so do your own homework!
For UCs, high GPA with low test scores is generally better than low GPA with high test scores, although the most selective majors (e.g. some engineering majors and CS at some campuses) need top-end GPA and top-end test scores.
For CSUs, the eligibility index formula basically tells you that 0.1 GPA point = 80 SAT points = 2 ACT points.
Based on recent admission rates for those with UC weighted-capped GPA >= 4.20 (42% for UCB and 54% for UCLA for 2016; see http://talk.collegeconfidential.com/discussion/comment/20514076/#Comment_20514076 ), some applicants to UCB and UCLA (not to the more selective majors) may consider them to be lower reach or higher match.

Long ago, there is pdf file at Berkeley website on how they admit students based on GPA, test score etc.
There is no formula that UCs use with respect to GPA and test scores, since applications are reviewed holistically, though high school record (courses and grades/GPA) appears to be the mostly heavily weighted aspect for frosh applicants.

So translate 0.1 GPA = 2 ACT point = 80 SAT points
GPA generally weights more than test scores by above amount:))
That is only for determining “top 9%” eligibility, and is not necessarily how admissions readers see it.
Correct, its a guess as close as we can get. UCs do have some secret formula to integrate GPA /test scores into holistic admission review (file deleted from berkeley website a few years ago).
Lots of private school use 0.1 GPA = 1 ACT point = 40 SAT points as evidenced in online chance calculation.
