There were enough red flags that I’m relieved he was denied entry. 2 adults and 9 kids is an odd ratio for a major amusement park, especially if many of the kids were very young.
Right now, I think erring on the side of caution is prudent.

I read in the paper that one of the men lied, saying his wife was sick, when she was in fact in Pakistan. Once you lie, you lose all credibility.
