I was out of country for a couple weeks after finals and sent multiple emails to my counselor to upload my midyear report. She still hasn’t even though the deadline is today, and other students with different counselors have had their reports sent in already. How negatively will this affect me?

Depends on the college and whether it’s required.
Can you reach out to another counselor at school or provide an unofficial transcript to the college and let your AO know you’re still working on an official one?
This. ^^. Reach out to the Principal when you email your counselor. Put them on the cc.
Also reach out to your colleges and give them an unofficial transcript.
Was this all on them or was there something you needed to do to alert them?
My sons school automatically sent them out and was very organized and nkw all schools are like that. Many colleges do understand that there are less than ideal situations. Email them and let them know.
My S22 had a huge delay with his mid-year transcripts. He emailed his AOs and they all said no problem. Things were so bad I did end up contacting the principal and the superintendent. Eventually they were sent out.
This was something I need to alert them to. (Which I did in January and this month). I will email the AOs and let them know right now.

I (expect) this delay to be till 2/19/25 at most which is when we get back to school. My counselor is usually good at getting stuff done if I ask her to do it with me. Its she does not respond to emails or remember early reminders. That wouldn’t be too bad of a delay right?
AOs know it’s beyond your control and will certainly have mercy. But if the transcripts don’t go out today I’d consider having your parents make some phone calls to your high school.
