<p>you can only apply if you are obligated to the military after having accepted an HPSP or ROTC scholarship; they are not open to ‘non-obligated’ individuals;
since all applicants are graduates of American medical schools(no FMG’s) they are competitive in that sense-especially at the most highly sought after hospitals(eg Walter Reed/Bethesda; Brooke Army)
