UP is just a reach that I researched about if I thought UMD was just a waste.

Do I have better chances at UMD or at Penn state UP?

Need suggestion for another Penn State if UP is that high of a reach for me.

I’d say UCONN, Purdue, and Penn State are your biggest reaches. If you can’t decide I’d apply to both UMD and Penn even though they are reaches.
