MSTM or MBA?

Good Afternoon Everyone:
I am a 46 year old IT Professional having more than 20 years of experience in IT, presently working for NYC Government entity. I am interested in furthering my career opportunities and to undertake more responsibilities. I have a bachelors in Math and Electronics (although I just scrapped through). I did take GMAT long ago (1996) and scored 600 the first time and 630 the second time out of 800. My scores in TOFEL was 98 percentile. Any case, if I am required to retake GMAT/GRE, I think I would do well, considering that my IQ is above 136. Cost is an important factor for me, as I have two children in the school, one of whom will be getting into college in 4-5 years from now.
I am interested in doing a MBA/MS (from Rutgers/NJIET) or EMSTM from Columbia.
Here are my thoughts on the courses EMSTM (Executive Masters in Science and Technology Management).
1.1. Cost: Per my calculations 30 points @ $1676 per point, adding some extras, it comes to around $57,000. Is this correct?
1.2. Eligibility: Given my Bachelors marks are rock bottom (although in my favorite subjects I have scored equivalent to B or B+), would I really stand a chance, when the best of the best fall over to get into Columbia?
1.3. Opportunities: Given all the above and that I am going for a Technology/Management course, will I get sufficient opportunities to grow or mostly none? How are other graduates from the EMSTM grads fared out so far?
2. MBA from Rutgers (although I like MBA-ORBA, I do not think flex-MBA’s can get into that)
2.1. Cost: per my calculations, approximately, $30,000 (assuming a 30 credit course).
2.2. Eligibility: Although my academic marks are low, the cut-off for GMAT seems to be 570.
2.3. Opportunities: The ROI seems to be decent, and opportunities okay.
Maybe there is something else I have not even considered. . I am sure there is someone in the forum who can help me whether my opinions are correct and help decide in the right course.
Thanking you very much,
Maverick
