It is very hard to say whether your very high test scores and excellent ECs will balance out your rank. A lot will depend on which college you are applying to and who else applies. You might consider applying to whichever honors programs matches your major (by October 15 for an early, non binding read). An honors program acceptance might move you up in line. Some honors programs are less focused on numbers and more on leadership, etc. Write good essays!
I would plan for CAP or PACE and be pleasantly surprised if you get in. Understand how those programs work (especially with AP credits). You will likely be waiting until February-March to hear.
Depends entirely on major/school. With that SAT you will get accepted to the school, but Engineering and Business may be a tough call.

You will go into holistic review, but you are a strong candidate, so your odds are pretty good. Wow them with your essays and apply early. Your basic resume is good, except for the rank, so try to stand out in a different way than just being smart and good at taking the SAT.
And do have a back up plan. CAP? A&M?
