You would need to look up the test requirements on school web sites. Each school will be different. There are no doubt some open enrollment schools (like Community Colleges) that would not require the SAT.
Is your dependent currently in high school? If so, there should be information available there on how the process works.
The admissions process for H4 holders is exactly the same as Americans (except for when it comes to financial aid). And yes your child should take the SAT or the ACT.

Many colleges and universities will use TOEFL scores instead of the SAT or ACT for international applicants.
