Okay I live on campus and I live on the ground floor. One of my “neighbor” across the road always sit outside my window and watches me.

I am getting tired of pulling down the blinds and turning the light on inside my room and being able to let the sunlight in.

What should I do? Because they are technically (I think) allowed to “sit outside their balcony”. It’s just that my room is just right in front of their view.

And no, I am absolutely certain that I am not imagining things. This neighbor was once a student in my lab and he didn’t show up with a document that he was absent for a lab and I had to give him zero. We had quite an argument about it and the prof got involved and of course he eventually lost. Now he and his roommate often sit outside their balcony to watch me.

In addition, yesterday i was walking and I turned around and I saw them looking at me and speaking in their own language.

I was thinking about telling the RA, but I don’t think they could tell them to “not sit outside their own balcony”. Any ideas?

Get some of that cling-on window tinting plastic so you can still see out, but they won’t be able to see in. Should peel off neatly when you need to remove it.

That cling-on coating sounds like the ticket, if’n it works.

Also, since you are on campus, you may have grounds for making a complaint to campus police. It wouldn’t hurt to inform them and ask what, if anything, can be done.

That said, even the biggest campuses are small places and you will sometimes be forced to have contact with people you don’t like.

^^This.
And I would send a copy of the report to your RA as well.
Sometimes these situations escalate, and in these instances, a paper trail is critical.

And if you do apply the cling-on coating, maybe you only need to go 3/4 of the way up so natural, unfiltered light can still enter your room.

As the others pointed out, if you apply the window tinting, you won’t need to close the blinds because the peepers won’t be able to see in enough if at all for you to get privacy. Then you can still look out, have sunlight come through the window, etc. Whether they are really looking at your place intentionally or not, if the window is tinted, it helps. I would think there isn’t much to look at from their balcony to begin with, so it may just be that now and then they look around, and that is what you see. They have to look somewhere, don’t they?

I am not. Why would you think that? On another note, I’ve noticed they started smoking outside their apartment, which isn’t allowed. I feel if i report this, they might start doing more things to me.

Why don’t you just ignore them? I am sure you are not doing anything so interesting that they are getting anything out of watching you, if indeed they are doing that, and they will get bored and quit anyway. My guess is that they are just enjoying sitting on their balcony and relaxing and that you just happen to live across the way. And so what if they looked at you and talked in their own language? And so what if they are smoking.

Just live your own life, and let them live theirs.
