I don’t think it is surprising. Schools are often trying to fill spots left by upper division students who have dropped out or transferred. They don’t need (and aren’t guaranteed) freshman dorms, freshman classes, freshman advisers. Schools are trying to thread the needle.

Upper division transfers are also less likely to change their majors, so admitting them by major can more easily fill an underutilized department to capacity without as much risk of overflowing it (in contrast, frosh can change majors or come in undecided, resulting in some unpredictability on the number of students in each major).
