Here are my questions to you: If only 37 percent of white high school graduates test as college-ready, how come colleges are admitting 70 percent of them? And if roughly 17 percent of black high school graduates test as college-ready, how come colleges are admitting 58 percent of them?

“College” enrollment presumably includes community college, specialized vocational education programs, and other post-high-school education where students do not necessarily intend to complete a bachelor’s degree.

There is also dispute as to whether NAEP “proficient” is the correct measure to use for whether a student is at grade level (and college-ready for graduating high school seniors). The following claims that NAEP “proficient” is substantially higher than grade level, and that the percentage of students at NAEP “proficient” or higher level is significantly higher than in the “good old days” a generation ago.
