Hello, I am an international student who wants to study civil engineering in the states. I have been already accepted to SUNY buffalo and have been offered 7500k scholarship per year. I am yet to hear back from the other two schools. But I am confident about my admission to Arizona State and am expecting a tad bit scholarship too. I am not sure about NC State though.
My question is which college out of these has a better engineering reputation?

Reputation is one thing, but it is less important regarding engineering at U.S. universities. All three of your options are fine.
@lakewashington by saying repo, I meant do employers give an upper hand to people graduating from these schools at undergrad level?
The recruiting habits of potential employers are like the U.S. Supreme Court’s habit; precedent is very important to them. They return to schools they’ve hired from before because those graduates have proved to be solid employees. A school’s reputation is its track record. Now keep in mind that most companies do not hire 100% from one college, but they do rely on reputation for guidance in recruiting, obviously.
