Interested in Computer Science and Engineering. It would be best if the school was in the Northeast, but anywhere in the USA is fine. Student life/culture is not a concern, but a safe campus/area is necessary

Pretty lucky to have no budget constraints. Here is a recent list of top CS schools. A lot are reaches but there are some hidden gems and some matches like Purdue, Virginia Tech, Stony Brook, U of Delaware, NC State, Pitt.
Worcester Polytechnic Institute (WPI) in Massachusetts is highly ranked and students earn some of the highest starting salaries of any school. It is one of the most hands-on schools around. Students take 3 classes at a time, and school places a strong emphasis on project-based learning and collaboration. Campus is very nice, in a nice part of the city. The downtown is undergoing a major renovation. It is about an hour train trip to downtown Boston. Good luck!
