US Citizen living in Rhode Island. Went to a public highschool. Not an athlete or anything - no special factors. I intend to major in English (and then get my master’s in library sciences). I have an unweighted 2.85 GPA, and a weighted 3.24 GPA. My school does not do rank. I have a 1160 on the SAT - 720 English, 440 math. I work at a library and volunteer at a different library. I am taking AP English next year (Senior year of HS) and I’ve gotten an A in honors English this year. What are my chances of getting into Salem State University in Massachusetts? Thank you!

If you have completed the required classes, then I suspect that an offer of admission is likely. In the test optional section of the admissions page, it indicates that it is recommended that students whose GPA is below a 3.0 apply with a test score, which you have, and your 1160 appears to be well over the minimum that they expect for your GPA.
As the school has a 96% acceptance rate, I strongly suspect that you will be admitted:

In Massachusetts, Salem State and MCLA would be safeties.
At Salem State, if your weightedGPA reaches 3.7 you’d be eligible for the honors college and it’d be worth it to try (they want to see honors classes, bonus if you have some APs, and grades mostly in the B- to B+ range). If you have a shot, go for it!
