FGLI is a hook. NYU is quite serious about diversity in income levels as well as other factors, which is also why they use the HEOP program for NY residents. My daughter’s freshman roommate had a generous need-based award even in the days before the NYU promise. They don’t do merit anymore now that they meet need, but I also met someone whose kid had been offered a full ride to NYU (for context, this kid also got into MIT. The family was torn between the prestige of MIT and free undergrad. I don’t know what they ended up deciding.)
As an fyi, when they introduced the Promise they reduced the size of the freshman class to be able to give those attending more funding. So it is not meaningless.
Need-blind means they assess your application independently of the financial aid office so they don’t base decisions on need. They are however need-aware for internationals.
