My son is a senior. He was sick but still was forced to enroll 4 courses last year. Even he never started those course, his school put 4 Fs on his transcript. After fighting with them for a half year, they agreed putting NG (No Grade) on his transcript.
Are there any other better options? They said they can’t remove those courses from his transcript.
It depends on the school. Is he a senior at UCLA? There should be options for “Medical Leave,” “W” (withdraw), or “I” (incomplete; in which case he will have a limited amount of time in which to finish. These are only available (usually) if he did not take the final exam.
If he truly never started the courses, it seems like there would be an excellent case for a medical leave.

It would seem to me that there should be nothing entered on the transcript- he was not there- if he did not attend class. No notation. Just no entries for that time period. Why can they not do that? Especially if it is a Public School. People move without properly dis-enrolling all the time. I could see if it is a private school and they are afraid that your next step may be to try to recover tuition payments. I would push for no entries of any sort if it were me.
This is an administrative (not staff) policy issue- something where the School District (superintendent’s office) or School Board would have the final say, if the Principal is not working out. It is certainly not an implementer’s issue (assistant principal or counseling office or registrar); they will fight you so and insist there is nothing they can do (they are probably right) so that they can implement policy without making waves.

I have emailed to the School District superintendent. The assistant of superintendent has been involved but still no result. I’m not sure if the School Board will have the same decision.
