Non-Payment Housing

Owed a non-payment bill for housing $6,100.at USF year 12/31/ 2010. My parents business went through hardship and I went through depression 2010-2011. I took a leave of absent 2011 got approved. USF agreed on a payment plan $100.a month for non-payment 2010, which I agreed on. At the time I still couldn’t pay through hardship, I also have emails still stating I couldn’t pay through hard economy, but did agree to pay on January 2012, amount $4,000. I had received statements still saying I can pay on this account. USF refused to take payment. When I called USF to pay on January 2012, they decided to send out bill to Willaim & Fudge Collection Agency without my consent. USF collection is Nelnet Solution where I could of worked out something with them, instead USF sent it to Willaim & Fudge Collection. I sent William & Fudge a letter on June 7, 2012 asking for documentation from USF. I didn’t get what I was asking for. I sent another letter to William & Fudge Collection Agency on June 13, 2012 requesting why my bill was classified as a loan? I never borrowed any money from USF. It was for a non-payment for housing. Also never got a contract from USF where I sign that I agreed it going to an outside bill collection agency. July 13, will be a month that I have not received any documentation requested from Willaim & Fudge Collection Agency. Has anyone gone through this before? USF has a hold on my transcript now. I even had a default perkin loan with USF.Its crazy, I arranged a re-payment plan with University Accounting Service and agreed to make re-payments paln and they accepted for me to get caught up. The person that handle my perkin loan at USF. He took off my default status and removed it from the 3 credit’s collection. But the non-payment housing got sent to collection agency!! Can someone help me out? I’m now trying to get my transcript from USF they have a hold. Going to city college.
