No, SAT IIs could not be used as leverage in this case. Colleges would like to see you taking the most rigorous courses and doing well on the SAT IIs - and course rigor is definitely the more important of the two. Each of the factors will be independently judged for the most part so you’ll want to take the most challenging courses your school offers.
@AsianDoctor Do you mean AP Classes or AP tests? If it’s AP classes then it depends on how many your school offers. If your school offers 5 and you take 0, then there’s going to be a problem. But if your school only has 2 and you take 2, then that’s totally fine.
@dblazer is right, Colleges use AP classes mostly as a way to define course rigor as they are college-level classes and will generally be harder than the honors or regular level classes that some students choose to take.

What kind of 'leverage"? I don’t understand. Subject test scores will not garner you any college credit if that’s what you are asking.
^well, foreign language scores in the 600s or 700s can waive the foreign language requirement for graduation (as well as prove foreign language achievement for admission) but other than that… not sure what OP means!

If your school doesn’t offer any APs, then yes. If your school offers APs but you chose not to take them, then no.
Some schools do use SAT2 scores for placement and even for admission. However, I still don’t see the advantage of taking a lot of them unless you have a specific school in mind that would make use of those scores.

For the vast majority of US universities, SAT II scores do not replace AP scores. AP tests, in most cases, test at a higher level than SAT II tests.
