Hello, if my dad didn’t go to college at all, but my mom went to college for 2 years only. Does this mean I am a first-generation student?

Looks like most 4-year colleges define “first generation to college” as “neither parent has attained a bachelor’s degree”, although there is at least the possibility of colleges with different definitions.
Community colleges may be different. The community colleges in California define it as “neither parent has attended any college”.
