Not the Best Counselor, Transcript Problems vs. Financial Aid

So it’s not a surprise that a lot of counselors keep us worried about everything, but mine is really stressing me out at this point. I start uni August 17th, and this summer I’ve been working on making sure everything is turned in for my registration, checking my tuition status, etc. Living in Georgia, I’ve also been checking (just checked it a few minutes ago as well) my GAcollege411 account (an institution paired with GSFC/Georgia Student Finance Commission, the ones who determine if students are eligible for certain financial aid, such as HOPE and Zell Miller. My GPA satisfies the requirements for it and I was the valedictorian). Though, I recently noticed that my transcript has not been updated since 11th grade, and it even has an area for class rank status, and “No” is checked for Valedictorian. Then, upon look at this “Hope Calculation Status Report” tool, that is essentially a final high school transcript status report for all the high schools in Georgia, my school currently has 0 uploaded transcripts and 0 verified students (last updated on June 15, 2016)

Being that GSFC’s deadline for transcript completion is June 30, where they then start calculation GPAs for scholarships, I am growing more and more uneasy about the entire situation. I have already contacted my counselor through Facebook (on June 17th, 2016), where she stated she would handle it and get back to me when she’s mailed everything (talked to an advisor at the college I’m attending and she stated the counselor HAS to send things through snail-mail, which is kinda ???), but she hasn’t contacted me again since then. I know I may be sounding pushy, but I’m really relying on things such as this.

Tl;dr : If my counselor does not notify and turn in my transcripts to GAcollege411 and GSFC before the 30th, and I fail to get the HOPE and Zell Miller scholarships, can I do anything pertaining to the situation before school starts? Any advice would be helpful. Thank you~
