I am assuming you will be applying for the freshman class of Fall 2016. For early action or early decison, the Nov 2015 test is too late for many but then many, such as the ivies, even accept the Nov test scores for their early programs. For regular admission, it is timely for any college that requires, recommends or considers subject tests, as is the Dec test date, and for some (such as the ivies) even the Jan 2016 test date.

Early action is non-binding in that if you are admitted during the early application process, you are not required to attend the college and can apply regular admission elsewhere and choose to attend elsewhere. With early decision, you agree to attend the college if admitted during the early application process and are required to withdraw all other applications when admitted. You can apply to only one college early decision. Most that have early action allow you to apply early action or early decision elsewhere, but some prohibit you from applying early decision elsewhere, while a small number prohibit you from filing early decision and early action elsewhere.

Financial reasons are (usually) the only acceptable reason to withdraw from your ED if accepted. It varies school by school. You can apply to as many EA and RD schools as you want. Sometimes ED schools only consider other private schools in their ED restrictions. Look over the policy at each school carefuly
