NSF Fellowship question!

I know a lot of you here have received the NSF fellowship so my question is detected toward you. I am writing my research proposal and im finding it hard to fit everything on two pages. I was just wondering if it would be alright to put my references as footnotes?

As long as you keep within the formatting instructions, giving references as footnotes should be fine. But does it actually save space to give references as footnotes? I assume that the 10pt font and 100% line spacing minimum applies to footnotes as well.

Double column the references

Make the references smaller than the rest - I think I used 12 pt font with the rest of the paper and 8 or 10 pt font with the references.

Also, limit the amount of references you use - I think I only used 4 or 5.
