It does. If you look on the homepage of the nsli-y website and scroll down to where it has language and programs, and then scroll a little past that to where to says where the programs take places it says:
The locations listed above are expected to host NSLI-Y programs in 2018, if conditions allow. The 2017 Turkish programs have been suspended, but will resume in 2018 if conditions permit. All program locations are subject to change.
On the FB Ask NSLI Alumni group, person posted about getting Arabic alternate notification today. I haven’t heard of anyone else getting Arabic notification of any kind.
There is, in fact, an Amideast group chat on Facebook! We are currently having trouble finding everyone, too. It’s accessible through the Ask NSLI-Y Alumni group.
Note you can just put down one language and not have a second choice and still make Finalist. My kid put down only first choice which might have given an impression that he was really focused in learning this particular language.
