@nichols51 has a very good point. In 2013, Thanksgiving was on November 28th, a late Thanksgiving. So that’s why the notifications were during the 2nd week of December 2013 (FYI, December 11th was a Wednesday).

In a different (related) NSLI-Y thread from a couple of years ago, someone called them and was allegedly told the noticed were going out over the span of a week, give or take, from Thursday 12/01/2016 through Friday 12/09/2016.
For 2018-2019, we received the rejection email on Friday 12/01/2017 around 2:00 p.m.
For 2019-2020, we received the semi-finalist notification on Monday 12/03/2018 around 2:00 p.m.
Relax, update the thread if you have concrete information.
