Are you applying to Arts and Sciences? UVA’s articulation agreement with NVCC says this:
Section II: Specific Course Requirements for Admission to the College of Arts and Sciences
In addition to completing all requirements described in Section I above, a successful VCCS transfer applicant must present postsecondary courses that satisfy the College of Arts and Sciences’ competency and area requirements described below.
Foreign Language: Any foreign language through the 202 level provided the 202-level course was not taken as dual enrollment. A student can satisfy this requirement by submitting qualifying scores in SAT, AP, or IB foreign language subject tests. Alternatively, this requirement is waived for students who complete a secondary curriculum in which the language of instruction was other than English.

Do you meet the FL requirement in any of the above ways? If not, I am not sure how much flexibility there is…have you spoken with your NVCC transfer counselor? UVA’s transfer admission counselor?
