NYU CAS transfer

I am a first year at Berkeley College Midtown. I originally applied because I was undecided and wanted to go in the economics direction.
i have a compelling essay about my major. for some reason it didn’t click for me at first, I’ve been in various seminars and courses regarding neuro-psychology since I was 16 and have read books about brains and psychology since I was 14. … (the courses i went to were a lot about metacognition in relation to neuroplasticity. The reading i’ve done has been based a lot on neural coding…just for basis) I always thought, what would be the best way to utilize the tools I’m getting? Instead of- woah i’m actually very passionate about neuroscience. maybe i should study it! Anyway so now I know I want to be a neurologist 100%,and my school has no science courses, no premed courses, nothing of relevance to my future. So I want to apply to NYU CAS

hs gpa: 3.0 (terrible i know… personal things. positive jump in senior year.)
college gpa: 4.0 (I will be at the requirement of 32 credits so I do not have to submit standardized testing.)
I am getting letter of recs.
I am a model (signed) so I use extra time I have to do that for work and out of interest, and I am also in student government.

anyways- what are my chances? is it better to apply for fall or spring semester? is there anything more i can do to increase how competitive I am as an applicant?
