I would absolutely submit both since your reading is much higher on the ACT and your math is much higher on the SAT

Yes, you have a chance. I would write great essays and possibly take the SAT or ACT one more time in the hope that you can get the lower scores in at least one of the tests to go up. But if they don’t ,definitely send both sets of scores.
