i emailed admissions asking if the waitlist admissions process is need aware. in other words, does needing financial aid play a role in getting off the waitlist and this is what they said

NYU is committed to meeting the full demonstrated need of all admitted first-year students to our campus in New York City. This commitment to meeting need means that, for a small portion of applicants, consideration is given to our ability to meet their demonstrated need before we offer admission.
As part of our commitment to financial accessibility at NYU, we recently announced the NYU Promise. This guarantees that every undergraduate - domestic and international - who started as a first-year student admitted to our New York campus will not have to pay tuition if they have family income under $100,000 and hold typical assets.
In order to be considered for financial aid and scholarships, all first-year applicants must submit the CSS Profile. Applicants who are US Citizens or Permanent Residents should also submit the FAFSA. This information must be submitted by the financial aid deadline that corresponds to your notification plan.
Students offered admission from the waitlist may still be considered for need- and merit-based financial aid, provided they have completed our required financial aid forms online by the appropriate deadlines. Thank you for your patience as we evaluate our waitlist.

do we think this means that if you’re eligible for the nyu promise then the need aware policy doesn’t apply to u?
