Obtaining a PhD in Russia?

Hi, I would love to get some feedback on obtaining a PhD in Applied Mathematics and Informatics (Computer Science) at MIPT. I am leaving soon to take an intensive language preparatory course at MIPT but thought I would complete the application process for the doctoral program as well since the deadline for admission is fast approaching (June 1).

I know it’s unorthodox for an international student, from the US no less, to obtain a degree at any level in the Russian Federation’s educational system. I was wondering if anyone had encountered this rare request before?

As I understand it, most people end up leaving MIPT either for Silicon Valley or Seattle anway – or end up working for the Russian government in some capacity, the latter of which I have no interest in doing. The courses would be taught in English so that is a great benefit. Should I continue with the process or simply stick to applying to programs at universities in the US and Canada for my PhD? Basically, is this a waste of my time?

I do have a few concerns regarding safety. If I were to attend MIPT, I would live with my partner who is originally from the Novosibirsk oblast and is fluent in the language. We have also traveled to Saint Petersburg and Moscow several times. Does anyone have any recommendations where to look within Moscow for affordable apartments in a safe area? Or perhaps direct me to some good sources on the matter?

I was also wondering how much of an issue anti-semitism has become in recent years? I know the climate is volatile at the moment and I did have an uncomfortable exchange with an ultra-nationalist back in 2015 in Saint Petersburg.

Anyway, I know this an out of the ordinary post but I am not quite sure how to gauge the value of a degree from MIPT – which is, or was at least at one point, competitive with MIT! I feel it would be an adventure and a great learning experience, and not just in the classroom, even though I am likely to end up back in the states in two to three years time.
