<p>If you’re applying on line, the system won’t let you submit an incomplete application. If you’re applying by mail, the colleges will not evaluate an incomplete application.</p>
<p>^Not necessarily true; I know a person who got into Northwestern without submitting a recommendation letter.</p>

<p>For one of my EA schools, when they hadn’t gotten my teacher recommendation, they sent me an email saying my application would not be evaluated unless they got it soon. (Turns out they didn’t download it off of Common App.)</p>
