i am currently attending fresno state which I will begin in the fall for my first year undergraduate but I would like to know if I could transfer for the spring to san diego state my husband is currently srving and is now stationed down there bt I would hate to get out of the csu system
CSU’s take Junior level transfers 60 semester units and SDSU will give priority to local CC students. I would attend a San Diego CC and not start Fresno unless you plan to stay for 2 years. SDSU is pretty competitive, so your best chance is attend a CC in the local area.
First - thanks to you and your husband for your service and sacrifice. This is a great illustration of how military service can be difficult on the family - big plans need to be re-worked at the last minute because of an unexpected change in assignment. I am confident you’ll like the weather in San Diego better.
A CC in the San Diego area (rather than Fresno State) is probably your best bet for Fall - then transfer to SDSU or CSU San Marcos after you earn your 60 units. SDSU is very competitive for transfer admission. Attending a CC designated ‘local’ to them will lower your admission threshold significantly.
Their local admission area CCs are Cuyamaca, Grossmont, Imperial Valley, San Diego City, San Diego Mesa, San Diego Miramar, and Southwestern.
Many schools make accommodations for active duty military and their spouses so, reach out to these folks and see how they can help map your path to (and through) SDSU.

I hope it all work out for you.
If you haven’t yet begun classes, it makes better sense for you to either attend a CC near where your husband is serving, or to take a semester or year off and apply to the Cal States in that area for either January 2016 or fall 2016.
But do consider how long you will be in that area. If you will be relocated before you finish your 4-year degree, an AA or AS is probably more portable. Finishing up that two year degree at a CA CC would position you well to transfer into any 4-year public U in the country (or into a reputable distance-ed program like Penn State World Campus or University of MD University College) at your next location.
