I was wondering what exactly does this mean? I know a lot of places have early action but you can only apply to one school, it’s just non-binding. But UChicago says they’re open early action so does it mean that I can apply Early Action to UChicago and also apply early Decision to UPenn + Priority to my state school?

Yes, that’s exactly what it means. If you get accepted to your ED school, however, you’ll have to withdraw all other applications, including Chicago’s.
