<p>I’m not completely sure, but I know some people in my school apply every year. I think for the district level (if its at all similar to their speaking contests), it really depends on the district. Some are really competitive with many students, and others are relatively easy to win.
I think that you should apply anyway, because it doesn’t have a registration fee (I don’t think), and there’s no hurt in trying…</p>
