Optional Recommendation via Common App not showing on Application Checklist

I submitted an ‘other’ rec letter through the common app and it says that this rec has been ‘downloaded’ by every college. However, on the application portal, it is not listed as something there. Is it because it’s optional? Or do they not have access to the letter?

Colleges are slow to update the checklist with optional items, if they update optional items at all.
