Virginia Tech is transfer-friendly (though mostly instate transfers, all are welcome). Its a reach though possible due to being interested in social science (vs. engineering). There’s a special living learning community with social activities and housing.
A good target that sounds right up her alley is Ohio University. They have dedicated programming and support to ensure the transfer transition is smooth.
ULouisville has exciting sports, an urban location, and guarantees housing to those admitted to the Transfer Community.
