Out of state - chances of getting in?

Hello! I’m going to be applying for colleges in a couple months and I was wondering what my chances were to get accepted as a computer science major at UCLA.

Stats:
Out of State (from Texas)
Class Rank: 12 out of 591 ( top 2%)
Weighted GPA: 6.18
Unweighted GPA: 3.8
SAT: 1770
ACT: 31
AP Classes: World History, English Language and Comp., Psychology, Environmental Science, Physics l, Computer Science, and U.S. Government

Extra Curriculars:
Completion of over 200 volunteer hours (from hospitals, libraries, breast cancer walks, and cultural festivals)
Health Occupation Students of America - (4 years) (Vice President) (finalist in various area/state competitions)
Culture Club - (4 Years) (Historian)
NHS - (2 years)
Art Club - (2 years)
Debate (1 year)

If that is your true SAT score combined, your score is too low for UCLA. But, California is out of money so that might risk it to get your full pay dollars. You won’t qualify for any scholarships.
