<p>No, it means no outlines. An occasional fragment and shorthand does not make a difference in the score, just in the ability of the readers to understand what you are trying to say. An essay totally made of fragments and shorthand would be very difficult for a reader to understand, and you may not earn points for everything you know. THAT’s why you’re not supposed to use fragments and short hand, not because someone made up a rule that they’re wrong in a paragrph.</p>
<p>Your main goal is to get the reader to actually understand what you are saying (other than providing correct info, lol). Outline form and “blocky sentences” will probably not suffice (outline not accepted). It will probably be hard to follow, or provide little information and will probably not show correct relationships among ideas. You are definitely better of writing in complete sentences.</p>
