<p>Look within your institution - there are some schools that have exchange agreements with other universities abroad and that will allow you to go for the cost of the year at your home school. My college, for example, had an exchange program with a college in Japan and also provided students with an $800/month stipend while they were studying there.</p>
<p>The only abroad programs I know of outside of exchanges that may be expenses-paid are volunteer or work/teach abroad programs (the work/teach abroad programs generally provide you with a stipend as well).</p>
