I also don’t recall, but knowing me, I’d probably have sent it certified/return receipt requested, which may not be as necessary now if you use delivery confirmation, which also has a tracking #. I do think all applications went in one envelope.
The last time I sent mine, I’m sure I just sent it regular mail.
Often when sending things to government offices (and I know this is a quasi-government operation), sending things that have to be signed for can slow them down. At the agency I worked for, if someone sent something FedEx or registered, it had to be signed for in the mail room, then logged in, then xrayed (all mail had to be xrayed), then I had to sign for it at my desk. ‘Overnight’ was a dream that was rarely realized. If something was just sent in, it could be delivered when the mailroom was closed and delivered to my desk when I wasn’t there (still had to be xrayed). Often faster.
