It was probably neither. Many, many portals have “tells” before official decisions are released. As information gets uploaded, sometimes the portal will go blank, checkboxes will come and go, 2nd semester grades will be requested, etc. It’s different for different schools, but occasionally there are differences that indicate an acceptance pattern.
People who wait for notification from the college never realize these tells occurred because they aren’t watching the sausage get made. But for those of us who obsess (and I am one, so I get it), the portal astrology is often an early indication of a future decision.
My reading of the #Psubound thing was that they meant to instill pride in going to a branch campus by emphasizing it IS part of the psu family… also because they know students admitted to Dubois or Greater Allegheny can also attend Slippery Rock or Bloomsburg for far less$$, not to mention the myriad private colleges in PA that have very competitive pricing in relation to Penn State so that personal attention+better resources per student may trump big name+football… Like, Elizabethtown v. Psu Hazelton for a similar-enough price, the student really really needs to be sold on the “we are” pride.
(Just like they’re very aware students admitted to Schreyer probably applied to the IvyLeague+ and other top private universities, so they know what they must be able to offer and by what date in order to compete.)
The office has always stated 12/23, not sure what a call would do? But

The portal astrology was spot on for us. #PSUBound message appeared—-> test optional button disappeared —> access to lionpath —> admission letter in communications in lionpath —-> acceptance in portal. This all happened within several hours
Wildlife and Fisheries Science or Agricultural Science? If my chem. engineering son doesn’t get into that, he is really interested in those area. Worked on a farm the past 2 summers. How hard are those to get into? 3.84 UW, lots of APs, 1330 SAT. Legacy. Thoughts?
On the flip side to that… My daughter is the only one she knows who has heard back from Penn State. Large high school - 650 kids in the graduating class and many PSU applicants. There seriously doesn’t seem to be a reason why some have heard and others have not.
I know many are frustrated by how PSU sends out their acceptances. I am thankful they have any EA decisions out early and all by Dec 24th. My DD is waiting on Virginia Tech, but she has a LONG wait…they did away with ED and their EA doesn’t come out till mid Feb. She has heard from 5 other schools but honestly all hinges on Tech (her top in state school, so finances will play a part in decision). I wish Tech sent out decisions early, even if in bits and pieces.

While I hope you guys get in for sure , was this individual saying that if you saw the message it could mean an acceptance is down the pike? Because now none of us see it !

Agreed , BUT it seems all over the place with acceptances dropping daily. In my opinion? Seems like a whole lot of work for the poor admissions folks .
I’m sure it’s all done by computer software - don’t feel too bad for admissions folks
