Penn State lowering tuition at branch campuses - details?

Hi all, it seems that Penn State Main Campus is becoming overwhelmed/crowded and they are encouraging students to spend time at their branch campuses. So much so, that they are lowering tuition to attend a branch. I am looking for details is anyone knows on here.

  1. Is this only for students who would have otherwise (or have already) been accepted to Main campus? If so, how can they manage that? From this article, it seems like a limited offer.
  2. Is this only for year one? It seems so, but not explicit in their publications.
  3. How about students who directly apply to the branch campus?
