penn state transfer, question about program requirements/2+2

I am transferring from Naugatuck Valley Community College and want to pursue environmental engineering, I know I need to start at another branch and then transfer to university park as says PSU. But, the environmental engineering major has certain requirements for University Park

“College requirements at University Park: 8 credits of calculus with analytic geometry and 4 credits of calculus-based physics. Applicants for the Environmental Systems Engineering, Meteorology, Materials Science and Engineering, and Petroleum and Natural Gas Engineering must complete an additional 4 credits of calculus-based physics. The Geography major does not have course prerequisites.”

This would apply to me as I am going for environmental engineering but I do not have those requirements filled at NVCC

Are these requirements for entering University Park, like I could fulfill them at the branch I go to first and then go to the main campus. Or are they for entering any of the branch, so I am guaranteed denial because I haven’t yet completed them
I thought I could get into the first branch, Altoona, and fulfill these requirements there and then go to the main campus.

I don’t want to apply to a major if I am setting myself up for denial, should I change my intended major to one I have all the transfer requirements for?

The entry to major requirements are simply required to enter the major. So if you transfer to Altoona you can complete the ETM requirements there and then apply to the program at the beginning of your Junior year (or end of your sophomore year).
