For many years, many universities have been varying their tuition prices based upon various majors. Penn State has always charged more tuition for its main campus than its branch campuses.

Now, Penn State is starting to vary the prices of its branch campuses based upon their popularity. In particular, they are minimizing tuition increases at most western PA. branches, which is a part of the state that is seeing big drops in the numbers of high school graduates.
