Penn State Vs. Indiana Bloomington - Need Recommendations

So Got into Pen State - 2+2 for ME major and IB for Artificial Intelligence major.
Even though D21 opted for ME and got it, now she does not wants to go for this major and is more interested in Artificial Intelligence/Computer Engineering.
Questions -

  1. How easy is it to change major before admitting in Penn State?
  2. Is 2+2 a good option
  3. Which is a better school
  4. Job prospects for AIS major
