Probably neither one gives good need-based aid to OOS students. Ohio State has more/better merit aid possibilities. Penn State has poor need-based and merit aid for both OOS and instate students. I don’t know the answer to your question about an international business major.
I can’t speak for Ohio State but I can only assume its somewhat similar to Penn State. When considering Penn State, assume that the only aid you’ll get is federal loans and determine if you can afford it from there. With 40,000 students, theres just not much aid to go around.
Ohio State has $12,000 OOS scholarships. If I remember correctly, the minimum for them was 1260 SAT (CR+M) and top 40% of your graduating class. Not sure ACT cutoff. That’s not a guarantee, but the minimum you need to be considered.
Fairly sure the ACT cutoff is 28 (could be 29); easy enough to find. It is essentially guaranteed, as long as you submit app by priority deadline. PSU; you are pretty much guaranteed zero.
