** Apologize in advance if this is the wrong forum, but I figured parents would know how to do this

For a state exam I took, the cut-off to qualify for the next round is to be at or above the 95th percentile. If the mean grade was a 55.8% then what score would be needed to qualify?

From information on the mean grade by itself, there is no way of telling where the 95th percentile is. If you have the standard deviation also, and if a large enough number of students took the exam (for statistical validity–assuming that the distribution is more or less Gaussian), then you could predict the required score for the 95th percentile with reasonable confidence.
