Is it typical or even at all possible for an American student with no familial ties to Canada to get permanent residency upon entering Canada for uni?

It’s not impossible; I have a friend here who’s turkish, and is in the middle of establishing residency. I believe the procedure involves filing some paperwork, owning some property, or at least establishing an address, and staying put for the desired time period (which I believe is around 1 year). During that year you’ll pay some weird taxes (or so he says).

Establishing residency in quebec is basically no different than establishing residence in another state, except you have immigration paper work/fees that need to be taken care. And just like establishing residency in another state, you’ll have to wait a full calendar year to receive any benefit from such residency.
